President Buhari to appoint more ministers — 31st October 2017 Nigeria’s President Muhammadu Buhari said he will appoint more ministers into his cabinet and also make more board appointments in response to the demand from members of his party. The President announced this on Tuesday in his speech at the National Executive Council meeting of the All Progressives Congress (APC) in Abuja. He said: “Last year I said we would re-constitute the Boards of Parastatals. I must regret the fact that we have not done so, for many reasons,” President Buhari said. “Some of us in this meeting may know I had given instructions since October 2015 for this exercise to start. “But there have been inordinate delays through several committees in an attempt to get the balance right and to make sure all parts of the country are equitably represented. What the law says on government-employed doctors engaging in private practice

Image
October 22, 2017 Doctors performing surgery on a patient The Nigerian government through the Minister of Health, Isaac Adewole, said on October 11 it was reviewing practices in the health sector, especially whether medical doctors employed by government can engage in private practice. The minister said government had set up a committee to review the laws guiding medical practice and whether they conflict with the Nigerian code of conduct for public officials. The pronouncement has ignited a controversy, given the contrary stipulation of the Code of Ethics prescribed by the MDCN, which is the public agency regulating medical and dental education and practices in Nigeria. According to some practitioners who have spoken on the issue, the federal government has no power in law to undertake a review that would ban practitioners working in public institutions from private practice. They hinged their position on the “Regulated and Oth...

National Assembly will accommodate restructuring, devolution of powers in constitutional amendment – Dogara

Image
Speaker Yakubu Dogara The National Assembly is taking note of the debate on restructuring and devolution of power with a view to reflecting the consensus on the issues in the Nigerian Constitution. The Speaker of House of Representatives, Yakubu Dogara, stated this on Wednesday when he briefed the Nigerian Governors Forum on the efforts to amend the Nigerian constitution. Mr. Dogara was invited by the forum to brief the governors on most of the bills being considered in the constitution amendment exercise. On the governors’ request for expansion of the scope of the exercise, he said only the House could take a decision on the matter. “Though l am the Speaker, l can tell you that l can only speak where majority of our members have agreed upon. “So it is a bit early for me to conclude. But this is a democracy and in a democracy, the majority matters.” He said the house was aware of the ongoing ag...

Image
Nigerian Senate The Senate ad-hoc committee on National Hajj Commission, NAHCON, and Nigerian Christian Pilgrims Commission, NCPC, has threatened to instruct the police to arrest the chairman of NAHCON, Abdullah Muktar, for ignoring letters of invitations from it. The panel said this at its meeting on Thursday, when its chairman, Adamu Aliero, APC-Kebbi, explained that the NAHCON boss had refused to honour three different invitations sent to him to explain alleged extortion of pilgrims and exorbitant hajj fees. “The NAHCON chairman, through his behaviour, has been ‘a stumbling block’ to the committee as far as the assignment given to it by the Senate is concerned. He has not honoured any of the invitations sent to him since August 7. “In July, the very month, the committee was set up by the Senate, invitation letter was sent to the NAHCON boss to furnish us with required information on the Hajj exercise as r...

Senate fumes over Paris Club refund to states

Image
The Senate will next week consider how the Paris Club refund doled out to state governments was approved. President Muhammadu Buhari gave part of the Paris Club refund to governors to assist them to offset mounting salary arrears and to meet up with other obligations. The Senate resolution followed an observation by Senator Samuel Anyanwu that the upper chamber should look into the legality of the fund. Anyanwu (PDP Imo East) sought to know who gave approval for the distribution of the Paris Club refund since the National Assembly was not consulted before the disbursement of the fund to states. Anyanwu said: “I am worried about the Paris club refund. Governors are asking for more fund. Where is this money coming from? The Senate has not given any approval for the disbursement of any such fund. Who gave approval for the bail out fund and where is the money from?. “I heard the President scolding them the other day. The President was asking them...

Image
Labour officials have faulted the plan by the federal government to implement the ‘No work No pay” rule over workers’ strikes in Nigeria, PREMIUM TIMES reports. The Minister of Labour and Employment, Chris Ngige, announced the plan after the meeting of the Federal Executive Council last week Wednesday, against the backdrop of a spate of strikes by industrial unions in the country. Speaking with State House correspondents, Mr. Ngige said the Office of the Secretary to the Government of the Federation had on April 27, 2016 set up a technical committee on industrial relations matters in the federal public service, following a directive by council. He said the report the emphasised the need to implement the “No work, No pay” rule. The no work no pay is, in fact, not a rule, or a policy but a law captured in the Trade Disputes Act of the Federation. “Section 43 to be precise says that workers have a right to disengage from an employer if there is a b...
